At-Risk

A critical floor is breached or a condition has run overdue; the public claim is qualified until it clears.

Suspended

A control has failed or evidence has lapsed — conformance is paused openly, never quietly assumed.

Withdrawn

The claim is removed — the organisation exits, or a suspension goes uncured. The status says so plainly rather than implying a health it cannot show.

A deterministic reasoning layer checks input coherence, caps policy-only evidence at L3, and routes borderline cases to a second review — so the number is honest by construction, not merely by arithmetic.
